Those upgrading to iOS 13 will find that our app QS Access, which allows you to export your Health app data as a csv file, does not open. We are aware of the problem and are working on a fix, but don’t have a timeline to release an update. https://apps.apple.com/us/app/qs-access/id920297614
For the time being, it looks unchecking “heart rate” will allow other data to export properly.

Thanks for posting, we would very much like to continue to develop QS Access, and I’ll post here if we manage another upgrade cycle. (Right now it is only a wish.)
