If someone is going to die from a disease in a short time, I can see why someone would sue. You really have nothing to lose and I’m sure the fight gives you meaning for your last few months.
https://www.healthit.gov/ is where I’d suggest. I’ve done several search there and found lots of useful information about health information laws in the past.
As for this question, I found the list of states and their directives/regulations from 2009 and 2014, but not 2017. Either they publish one every 5 years, or I am not picking the right search terms. I figured I’d give you the link in case of the latter.
