For Android, I use Hi-Q MP3 Recorder.

I suppose there are some speech recognition tools that can be fed an MP3 instead of live audio input.

When it comes to recording conversations, keep in mind that it’s illegal in a lot of jurisdictions to do so without the consent of other people that are present.
